September 21 Upgrade: A Turning Point for Vietnam’s Stock Market

Starting September 21, 2026, the Vietnamese stock market officially enters the secondary emerging market group according to FTSE Russell’s classification. This milestone opens up additional avenues for international capital access for eligible stocks while placing corporate quality at the center of the long-term growth narrative.

The market’s appeal was demonstrated at a conference in Hanoi on September 18. According to Reuters, a Vanguard representative stated that the organization plans to invest approximately $2.5 billion in Vietnam in the coming years.

The event attracted about 200 delegates, including representatives from major international investment funds.

The plan demonstrates the prospect of expanding the presence of institutional capital flows following the upgrade.

According to FTSE Russell, eligible Vietnamese stocks will be added to the FTSE GEIS index system and related indices in four phases, from September 2026 to September 2027, with investable weight proportions added at 10%, 20%, 35%, and 35%, respectively. This phased roadmap provides time for funds to adjust their portfolios and for the market to absorb the capital flows.

On the trading floor, positive signals have also emerged. Reuters recorded that foreign investors net bought approximately $104 million on the HoSE during the week of September 14–18. Although still net sellers year-to-date, these developments ahead of the upgrade reflect foreign investors’ interest in the Vietnamese market.
